Abstract
Competition policy questions for regulated utilities are becoming of increasing importance as market liberization progress in these industries develop. This paper first considers historical, technological & regulatory reasons why competition policy problems in the utilities are particulary difficult. The British institutional framework is described. The main section of the paper then analyses the principles & practice of competition policy for utilities under six headings: price discrimination & cross-subsidy; oligopolistic behaviour; megers & takeovers; vertical structure; network access pricing; & historical entry barriers. The conclusion discusses proposals for the reform of competition policy for utilities.
