The Global Communications Consortium is managed by its Director, Professor Leonard Waverman and Associate Director Robin Foster. Together, they are responsible for strategic development, fundraising, events management and day-to-day operations.

Robin Foster is an independent adviser on economic, policy and strategy issues in the communications sector. He is currently chief adviser to the Board of media consultants Human Capital, Associate Director of the Global Communications Consortium at the London Business School. Until August 2005, he was Partner, Strategy and Market Developments and member of the Executive and Policy committees at Ofcom. Previous positions include director of strategy at both the Independent Television Commission and the BBC, and head of the telecoms and broadcasting consulting division at consultants NERA.
At Ofcom, Robin was part of the senior team which designed and set up the new merged regulator. He ran the annual strategic planning process, and directed the programme of research and analysis for Ofcom's influential Review of Public Service Broadcasting. In his previous roles with the ITC and the BBC, Robin was responsible for strategy and research, including early work on the BBC's digital TV and online strategies.
Robin has published a wide range of speeches and conference papers, and contributions to collections of papers on broadcasting and communications policy, including a recent report for DCMS on Future Broadcasting Regulation. As research fellow at Bournemouth Media School in 2000-2002, Robin led a programme of research into the future of television in the UK, involving the application of scenario analysis techniques ("Future Reflections").
